Because the victors of the 2nd World War liked the privileges and benefits the victory brought them, and so decided to keep expanding their military adventures and fuelling the Cold War to maintain their dominating position and increase their profits and power; utilising the United Nations when convenient but applying the brakes to any other meaningful direction the world might want to go, by means of the veto.
