It’s been legal to pay people with disabilities pennies per hour for almost 90 years. We cannot wait any longer – the time to act is NOW.

This antiquated practice is based on a deeply flawed and false idea that disabled workers’ labor is worth less.
As this program has gone unchecked, the U.S. Commission on Civil Rights shows the average wage of a person with a disability working under a 14(c) certificate was less than $3.34 per hour. Many workers earn less than a dollar an hour.
This cannot continue, workers with disabilities deserve equal pay for equal work.
The Department of Labor is currently conducting a comprehensive review of the future viability of the 14(c) certificate program.
It’s imperative the disability community and all those who care about equality and justice make their voice heard and demand the agency put an end to the practice of paying disabled workers less than minimum wage.
