FOR THE BATTER:
2 CUPS ALL-PURPOSE FLOUR
½ CUP SUGAR
2 TEASPOONS BAKING POWDER
1 TEASPOON KOSHER SALT
½ TEASPOON GROUND CINNAMON
¼ TEASPOON GROUND NUTMEG
1 CUP MILK
2 EGGS, LIGHTLY BEATEN
½ CUP BUTTER, MELTED

FOR THE TOPPING:
½ CUP BUTTER ,MELTED
½ CUP SUGAR
1 TEASPOON CINNAMON
THE PROCESS
Preheat the oven to 350 degrees F. Coat a standard size muffin tin with nonstick spray.
In a medium bowl, combine the flour, sugar, baking powder, salt, cinnamon, and nutmeg. Set aside.
In a separate bowl, combine the milk, eggs, and butter and whisk until smooth. Add the wet mixture to the dry, and whisk until just combined, taking care not to overmix.
Evenly divide the batter between the muffin cups and bake until a toothpick comes out clean, about 25 to 30 minutes. Let the muffins cool to set for 5 minutes in the pan, then transfer them to a wire rack to cool until slightly warm. This will help the coating adhere.
Pour the melted butter into a shallow dish, then combine the sugar and cinnamon in a second shallow dish. Working one at a time, roll the muffins in the melted butter, then in the cinnamon-sugar mixture. Repeat with remaining muffins, butter and sugar.
